The assumption was that retrieval-augmented generation would bridge the gap: chunk your documents, embed them, store the vectors, retrieve the relevant pieces at query time. In theory, elegant. In practice, most RAG implementations are shallow to the point of uselessness for complex enterprise content. Typical chunking algorithms split a document at fixed intervals, often every few hundred tokens, without regard for whether they just cut a table in half, separated a footnote from the clause it references, or lost the section header that gave the paragraph its meaning.
The consequence is predictable. A financial analyst asks the system about revenue recognition terms in a specific contract. The retrieval returns three chunks, one from the right section but missing the table with the actual figures, one from a different contract entirely that happened to share similar language, and one that is mostly page headers and footers. The model does its best with what it receives, generating a plausible-sounding answer that misses the critical detail sitting in the table that was lost during ingestion. The analyst learns not to trust the system. Within a month, the team is back to manual search, and the AI initiative joins the growing list of pilots that impressed in the demo but failed in production.

Flip the Investment
This is where the investment logic needs to flip. Instead of spending 80% of the AI budget on model selection and 20% on data preparation, the ratio should reverse. The model will improve on its own, driven by billions in industry R&D you do not need to fund. Your documents will not improve on their own.
